Increase the number of active LOPSA members

Situation: we need more active members to accomplish LOPSA's mission.

Purpose: Have LOPSA be a valuable organization that members want to be involved with and want to contribute to.

Strategic plan: Start tracking number of active members and encouraging members to get active.
