Provide guidance and support to local chapters

Situation: We have defunct chapters; extant chapters operate nearly completely independent of the parent organization; there is little or no conversion of chapter members to LOPSA members; and little to no promotion of parent organization at the chapter level.

Purpose: Increase the value of the parent organization to the chapters, and help the chapters provide value to their communities; make it easier for members to get active in their chapters and form local chapters.

Strategic plan: Document a chapter "runbook" (the pattern for an active LOPSA chapter).
